Opinion of CARNET About QC Contribution to the Project
Croatian Academic and Research Network – CARNET is a public institution operating within the Ministry of Science and Education in the field of information and communication technology and its application in education.
CARNET has implemented SAP as a central business management system. By using the system, the following disadvantages have been observed:
With the aim of eliminating the identified shortcomings of SAP, CARNET wants to take the initiative to replace the SAP system with a new ERP system based on the ODOO platform, which will be fully adapted to the business needs of CARNET.
The risk analysis of the success of the implementation of the new ERP system showed that this is a high-risk project due to its size and complexity. To eliminate this risk, it is necessary to appoint a person specialized in managing complex ICT projects as a project manager, with experience in successfully managing and completing at least one complex project such as the implementation of a new ERP system.
An analysis of CARNET’s own human resources has shown that there is an employee who can be appointed to manage the project, but without experience in managing ICT projects. For this reason, it was concluded that it was necessary to engage an external supplier specialised in the provision of services for the management of complex ICT projects.
The engagement of Quantum Consulting, was done. The company is specialized in the provision of project management and quality control of complex ICT projects, with a proven number of successful references.
CARNET employees, users of the SAP system, had created independently a document with requirements for the new ERP. Quantum Consulting experts, in cooperation with CARNET employees, have analysed the following:
Based on the analysis, Quantum Consulting experts have prepared technical documentation for announcing a tender and concluding a contract with the selected supplier. The documentation was made in full compliance with the TOGAF standard and BABOK methodology. A tender was made and a supplier was selected.
After the launch of the project, a joint team (consisting of CARNET employees, suppliers and Quantum consulting) was defined. The roles of team members have been defined, and a platform (ASANA) has been proposed for registering and monitoring the activities of team members and effective communication.
An employee of CARNET was appointed to manage the project, and Quantum consulting experts took on the role of consultants for project management and the role of monitoring the quality of project implementation and the requirements set from the technical documentation.
With the implementation of the new ERP system for CARNET, the following values have been achieved:
Thanks to the expertise of Quantum Consulting for managing and supervising of complex ICT projects, the project of replacing SAP with a new ERP system was carried out without delay in accordance with the project schedule, and all the set requirements were realized with high quality.
