CARNET

Croatian Academic and Research Network – CARNET is a public institution operating within the Ministry of Science and Education in the field of information and communication technology and its application in education.

Why Initiative?

CARNET has implemented SAP as a central business management system. By using the system, the following disadvantages have been observed:

  • user interface of the system is not intuitive and does not correspond to current standards for business application interfaces, data entry is complicated, too much time is spent on input, which causes user dissatisfaction
  • system is not fully adapted to the needs (business processes) of CARNET, it does not cover the needs, the processes are not optimized for efficient operation
  • maintenance costs are high, and the execution of the refinement/change request is very slow, there is a very long wait for the implementation of the required modification set by the users
  • integration of the system with business applications developed in CARNET is poor

With the aim of eliminating the identified shortcomings of SAP, CARNET wants to take the initiative to replace the SAP system with a new ERP system based on the ODOO platform, which will be fully adapted to the business needs of CARNET.

Initiative Risk Analysis

The risk analysis of the success of the implementation of the new ERP system showed that this is a high-risk project due to its size and complexity. To eliminate this risk, it is necessary to appoint a person specialized in managing complex ICT projects as a project manager, with experience in successfully managing and completing at least one complex project such as the implementation of a new ERP system.

An analysis of CARNET’s own human resources has shown that there is an employee who can be appointed to manage the project, but without experience in managing ICT projects. For this reason, it was concluded that it was necessary to engage an external supplier specialised in the provision of services for the management of complex ICT projects.

Quantum Consulting Engagement

The engagement of Quantum Consulting, was done. The company is specialized in the provision of project management and quality control of complex ICT projects, with a proven number of successful references.

Initiative Realisation

CARNET employees, users of the SAP system, had created independently a document with requirements for the new ERP. Quantum Consulting experts, in cooperation with CARNET employees, have analysed the following:

  • determination of the business processes that are covered by the SAP system,
  • an analysis of the business requirements arising from the processes involved,
  • analysis of an already prepared document with requirements for the new ERP system,
  • analysis of the functionality of the developed CARNET applications (which are partially integrated with the SAP system) and want to integrate them with the new ERP system.

Based on the analysis, Quantum Consulting experts have prepared technical documentation for announcing a tender and concluding a contract with the selected supplier. The documentation was made in full compliance with the TOGAF standard and BABOK methodology. A tender was made and a supplier was selected.

Project Management and Supervision

After the launch of the project, a joint team (consisting of CARNET employees, suppliers and Quantum consulting) was defined. The roles of team members have been defined, and a platform (ASANA) has been proposed for registering and monitoring the activities of team members and effective communication.

An employee of CARNET was appointed to manage the project, and Quantum consulting experts took on the role of consultants for project management and the role of monitoring the quality of project implementation and the requirements set from the technical documentation.

Values for CARNET

With the implementation of the new ERP system for CARNET, the following values have been achieved:

  • the implemented ERP system is developed on the latest software technologies, which will enable the use of the system for at least 10 years or more
  • the system has been developed in such a way that it is fully adapted to the specific needs of CARNET,
  • the new system is connected (via API interfaces) to applications developed in CARNET, resulting in comprehensive support for business processes
  • system maintenance costs are much lower because the system is developed on the ODOO platform, which allows end users to adapt more easily to business without the involvement of system supplier employees
  • the ODOO platform as the basis of the ERP system has been developed in such a way that it enables high-quality business analysis by setting several related conditions, i.e. immediate obtaining of information without the engagement of the programmer
  • the CARNET employee project manager has gained experience in managing complex ICT projects and has been trained to independently manage new projects
  • the implementation of the new ERP system will enable CARNET to have a highly efficient operational business,
  • quick and easy obtaining of all accurate information about business operations (by all business segments) will enable quality business decisions to be made.

Opinion of CARNET About QC Contribution to the Project

Thanks to the expertise of Quantum Consulting for managing and supervising of complex ICT projects, the project of replacing SAP with a new ERP system was carried out without delay in accordance with the project schedule, and all the set requirements were realized with high quality.
